What we commit to
612 statutory facts sit behind this site, each one dated and each one on a re-check clock set by how fast that kind of fact actually moves. Past one window a figure carries a “verifying” label; past two we hide the number rather than show you a stale one. That last rule is the part worth watching — it costs us the page.

1,556 re-checks a year is 29.9 facts a week, which would be absurd for one person. It is also the wrong unit: those facts group into 36 sources — a ministry page, a revenue-authority page, our own indices — and one visit to a source confirms about 17 of them at once. Each group runs on the clock of its fastest-moving fact, so the real load is 139 source visits a year, 2.7 a week. That is a schedule one person can hold, which is why it is the one we published.
Nothing on the site is currently past two windows. If we stopped today, 251 of them would go dark in Feb 2027. Every entry below is one of those clocks being reset. If a figure looks wrong, the report link on any country page moves it to the front of the queue.
Dubai: DHA Long-Term Care Standards opened — Sheryan licensure; no public home list
Opened DHA Standards for Long-Term Care Services (DHA/HRS/HPSD/ST-67, July 2025). Nursing Homes are an approved facility type; adding LTC services goes through Sheryan. The Community Development Authority social-care track is named but its page timed out — not filed as a second opened cell. Registry and publicPays stay null.

Opened the BOE consolidation of Ley 39/2006 (dependency / autonomy). Residential centres sit in the national service catalogue; licensing lists sit with the Autonomous Communities. Mexico: INAPAM supervision report opened — LDPAM Art 48 centres; no public register filed
Opened INAPAM's 2025 supervision report on bienestar.gob.mx. The institute inspects public and private centres for older persons against NOM-031 and related rules; Article 48 (as restated there) requires casas hogar and similar centres to follow NOMs. Registry stays null — Registro Único is described as a supervision directory, not confirmed as a public searchable list. publicPays stays null.

Malaysia: Care Centres Act 1993 opened — JKM registers, no public list
Opened JKM's 2020 registration guide on wargaemas.jkm.gov.my. Act 506 section 4 requires every pusat jagaan to be registered; section 5 criminalises running an unregistered centre. Applications go through PKMD. Registry and publicPays stay null — the guide is a procedure, not a searchable national list. Nursing-heavy homes may also sit under PHFSA 1998 / MOH; that second track is named, not invented as a filled cell.

Vietnam: Decree 103/2017 opened — no national register; UI no longer erases the finding
We opened the Government Portal's signed PDF of Nghị định 103/2017/NĐ-CP. Article 5.1 names cơ sở bảo trợ xã hội chăm sóc người cao tuổi; Article 28 puts operating licences with provincial Sở / district Phòng — not a national clickable list. Article 31's newspaper notice is a local duty, not a searchable register. Registry and publicPays stay null. Checked-null cells on the hub and CareDoor now say opened — no public register found rather than not yet researched. The Vietnamese short guide no longer claims Circular 111 foreign-pension exemption. New layer: what a frozen pension costs, measured in years rather than months
Every country page now carries a spend-down projection under the monthly money model. The monthly model answers what lands in the account in month one; it is mathematically blind to a frozen pension, because on the day you arrive an uprated pension and a frozen one pay exactly the same amount — the variable that separates them is not in the equation at all. The new block runs the same household forward over a horizon the reader chooses, on both branches at once: pension after tax, spending inflated each year, liquid assets drawn down for the difference. It prints the monthly gap at the end age, the pension never received, and how many years of runway the freeze costs. Where the uprated branch survives the whole horizon and the frozen one does not, the years-lost figure is printed as a floor with the words 'at least', because the projection has run out of years rather than measured the distance. It takes its year-zero inputs from the monthly model's own output rather than re-deriving them from the labels on screen, so the two blocks on one page cannot drift apart. It does NOT decide which branch a destination falls into: that is written by the authority that pays the pension, we have not sourced it below the passport level, and inventing it here would fill in the one cell the pension layer has signed as missing. Published as a scenario, not a forecast, with every assumption stated — including the flat exchange rate, which is the largest thing it does not model — and with no sentence advising anyone where to draw a pension.

New layer: what happens to a state pension once you leave
This is the first layer on the site keyed to the passport rather than the destination, because the rule is written by the authority that pays, not by the country you move to. Six questions per passport — is it still paid abroad, does it still rise each year, who taxes it, does entitlement depend on residence, what proof of life is demanded, and does home health cover survive the move — for the United Kingdom, United States, Australia, Canada, Germany, France and the Netherlands. 22 of the 42 cells are sourced to the paying authority's own page, with 17 passages quoted verbatim; quotations stay in the language they were published in and each declares that language, because a translated quotation is a paraphrase. An eighteenth source is printed without quotation marks at all, because what we verified there was the composition of a list rather than a sentence, and dressing that up as a quotation would be inventing one. The other 20 cells are printed as 8 named gaps that say what we looked for, why the source did not answer, and what we published instead. The largest of them is Germany: the tax on a German pension paid abroad is administered by a single office in Neubrandenburg, and we would not point a source link at a page that does not contain the statement. Nothing in this layer feeds the country scores — a pension rule is a fact about a passport, not a demerit for a destination.

Vietnam: the foreign-pension exemption is no longer safe to state
We had Vietnam at a 0% headline on a foreign-paid pension, which put it first on the low-tax ranking. That figure rested on Circular 111/2013, article 3.1.k, which exempted a pension paid from abroad. Circular 87/2026/TT-BTC replaced Circular 111/2013 with effect from 1 July 2026. The replacement statute — Law 109/2025/QH15, article 4.9 — exempts pensions paid by the state social insurance fund and by supplementary or voluntary retirement funds, and says nothing about a pension paid from abroad; the exempt-income list in Decree 253/2026 reads the same way. That is not a repeal of the exemption and not a confirmation of tax: it is silence where a rule used to be. We have withdrawn the 0%, marked the row as indicative rather than solid, and Vietnam now sits at the bottom of the low-tax ranking with the reason printed instead of at the top on a repealed circular. All nine Vietnamese tax rows now cite the new law on the Official Gazette rather than the immigration portal.

Malta: OPSA register of licensed care providers added
The Older Persons Standards Authority — not the Social Care Standards Authority, which covers social welfare generally — publishes a searchable register of licensed providers, around 96 entries when opened. Reference prefixes separate residential homes, long-term care wards, dementia centres, night shelters and social work. We do not restate the register's date column: its header does not say whether it is issue or expiry. Each destination with a checked care row also has its own URL at /care/<country>; contract exclusion quotes stay once on /care.

The official Carta Social site lists social responses searchable by type and location, with an English interface. The facility type to look for is ERPI, the statutory term for a residential structure for older people.

Uruguay: MSP publishes ELEPEM care homes as open data
The Ministry of Public Health releases the register as a downloadable dataset rather than a web page, split between establishments certified by the MSP and establishments authorised by it — a distinction that matters, because a facility can appear on one list and not the other.
