Easy to enter and easy to stay are different questions

This ranks the destination of the route rather than the difficulty of the first application. A country can grant a retirement visa in three weeks and still offer no path to permanence after twenty years; another can take nine months and hand you permanent residency at year five. The first feels easier and is worse. Income thresholds, deposits and processing times are real and they sit on each country page, but they are the price of entry, not the shape of the outcome.

Permanent residency is also not citizenship, and the gap between them carries consequences people discover late. Permanent residency can usually be lost by spending too long outside the country, does not travel with you, and does not protect you from a change in the rules. Where a citizenship path exists, whether it demands renouncing your first passport, and how realistic it is in practice are printed on each country page.

One thing this ranking cannot promise is that the route survives. Retirement visa rules have moved sharply in several of these countries within the last few years, usually by raising the income threshold rather than by closing the door. The rules with a track record of stability are marked as such in the durability judgement on each country page, and that judgement is the closest thing to a forecast we are willing to publish.
