Jabatan Kebajikan Masyarakat (JKM) — registers care centres under Act 506
Malaysia is one of the destinations on this site where we have opened a primary source on elder-care regulation with our own eyes. Opened JKM's own 2020 registration guide on the wargaemas.jkm.gov.my domain. Applications go to the Director-General through the Pejabat Kebajikan Masyarakat Daerah (PKMD) where the centre will operate. The guide names JKM as the regulating agency for this instrument. Homes that are primarily nursing facilities may also sit under the Private Healthcare Facilities and Services Act 1998 / Ministry of Health — a second statute we have not opened as a full cell here, so the split is named rather than erased.

The guide also cites the Care Centres Regulations 1994 and later amending instruments. This is the social-welfare care-centre track — not a priced nursing-home table.
No national searchable public register of licensed elderly-care centres could be opened from abroad. The JKM guide is a registration procedure, not a list you can search by name. Facility counts circulating on private directories are not restated here.
Why Malaysia shows up in retirement searches
Malaysia buys you first-world private healthcare and an English-speaking daily life at Southeast Asian prices — and foreign income stays untaxed until at least 2036. The catch arrived in 2024: MM2H now demands a US$150k fixed deposit plus a RM600k property purchase held ten years, and the pathway to permanent residency was scrapped entirely. Care centres must register with JKM under the Care Centres Act 1993 — there is still no national searchable list a foreigner can check from abroad. Brilliant place to live; you'll always be a guest on paper.
That context matters for care because the same decision that picks Malaysia for cost or climate is the one that later has to find a licensed facility — and whether a public register even exists is the part of that decision that can be checked before anyone flies.
Contract clauses that exclude custodial care — quoted with page numbers — live once on the care hub, not on each country page, so the wording is not pasted 14 times.
