The safest countries to retire abroad
Ordinary daily safety for an older foreigner, which is not the same as a crime statistic.
Of every cut on this site, safety rearranges the list the most: against our overall ranking it flips well over half of all country pairings. That is worth sitting with. It means the places that score best on the whole package are frequently not the places where an older foreigner feels most secure walking home, and vice versa. The order below is led by countries that rarely top a retirement list, and it is led by them for a reason that is easy to verify and hard to argue with.

Safe from what, exactly
This rates ordinary personal safety for an older foreign resident going about a normal week: petty and violent crime in the districts where foreigners live, road safety, how reliably police and emergency services respond, and whether being visibly foreign and older raises or lowers your risk. It is not a national homicide rate. National rates are dominated by places and situations no retiree will ever be in, which is exactly why they mislead.
It deliberately excludes political and legal risk, which is a separate axis and often runs the other way. Some of the physically safest places on this list run the least forgiving legal systems for foreigners, restrict speech in ways you may not expect, or can revoke a residency permit with little recourse. A country can be simultaneously very safe to walk in at midnight and a poor place to be in a dispute.
Natural exposure is also outside this number. Several destinations here sit on seismic faults or in cyclone and flood paths, and that risk lands on your house rather than on your person. Where it is material it is written into the property section of the country page.
