DSWD Standards Bureau (and Field Office Standards Sections) — registers, licences and accredits SWDAs
Philippines is one of the destinations on this site where we have opened a primary source on elder-care regulation with our own eyes. Opened a DSWD Field Office page that states the Department, through the Standards Bureau and Field Office Standards Sections, regulates Social Welfare and Development Agencies (SWDAs). Private SWDAs need registration and a Licence to Operate; public SWDAs are exempt from registration/licensing but their programmes still require accreditation. The national Standards Bureau also publishes the RLA forms and assessment tools on standards.dswd.gov.ph.

This is the regulatory spine for social-welfare residential care, including agencies that serve older persons; it is not a priced nursing-home list.
No public searchable national list of licensed private elderly-care homes could be opened. HELPS (helps.dswd.gov.ph) is described elsewhere as the online filing channel; the FAQ URL we tried returned 404 on the day checked, so it is not cited as a live register. Naming the Standards Bureau is not the same as checking a particular home from abroad.
Why Philippines shows up in retirement searches
The SRRV is still the bluntest instrument in retirement migration: deposit $15k (50+, with pension), get a permanent visa on day one, and pay zero Philippine tax on foreign income. English is everywhere and the cost of living is among the lowest on this list. The trade: health insurance past 65 runs thin, serious care means Manila or Cebu, and DSWD licenses social-welfare agencies without publishing a searchable national elderly-care register. Plan for the care gap the same way you plan for the hospital gap.
That context matters for care because the same decision that picks Philippines for cost or climate is the one that later has to find a licensed facility — and whether a public register even exists is the part of that decision that can be checked before anyone flies.
Contract clauses that exclude custodial care — quoted with page numbers — live once on the care hub, not on each country page, so the wording is not pasted 14 times.
