ELEPEM establishments, published as an open dataset — downloadable, not merely browsable

ELEPEM is the statutory term for an establishment for older persons. Uruguay splits the list in two — establishments certified by the MSP, and establishments authorised by the MSP — and the distinction is itself decision-relevant, because the two words are not interchangeable and a facility may appear on one list and not the other. This is the only country checked so far that releases the register as data rather than as a web page.

Why Uruguay shows up in retirement searches

Uruguay is the quiet grown-up of Latin America: direct permanent residency in under a year, foreign pensions untaxed permanently — not a holiday that sunsets — and a democracy that ranks with Northern Europe. It's also genuinely far from everything, and Montevideo prices are the highest on the continent. MSP publishes ELEPEM establishments as open data — certified and authorised lists are not interchangeable. Citizenship in 3–5 years, dual fine.

That context matters for care because the same decision that picks Uruguay for cost or climate is the one that later has to find a licensed facility — and whether a public register even exists is the part of that decision that can be checked before anyone flies.
